They simply wanted to know when the sink would be usable again
When many people use the same appliances over and over again, they are bound to break. Maintenance probably hung a sign on this sink so nobody would use it until it was fixed. However, they failed to tell the workers when the water flow would be restored.
Because of this, they decided to take matters into their own hands by hanging a second sign. They even reproduced the same style of phrase to make sure it would be easy to understand.
