You should thank the staff for not letting you smoke on the balcony
The balcony is usually the only place where you’re allowed to smoke at hotels, apart from your room. However, some apartment buildings close this common area while serving complimentary meals in case someone wants to use them as a dining space.
Most smokers can’t get mad at the staff for not letting them smoke on the balcony. Still, they should be glad. We know that the note is passive-aggressive, but perhaps that’s the only way to keep people from smoking while the rest is having a meal.
