An output to nowhere
People can be very clever. When there is a problem, people look for ways to solve it, even if the solutions are somewhat strange and out of the ordinary. Looking at this image, it seems that there is a plug that is connected and apparently feeds electricity to the wall.
It could be that this plug may have been in disuse for several years, and instead of removing it or exchanging it for a new one, the hotel canceled it but left it plugged in anyway. Or perhaps this plug may be powering a time machine. It is indeed a mystery.
