At least, they finally painted their fence
Unless you are Bob’s neighbor, deciding who will paint a shared fence may not be such a huge concern. Whoever that person is, they simply wanted to let Bob know that they did what they were requested to do.
But we are not sure Bob is going to like this paintwork, though. Perhaps fences do not make good neighbors. Well, to lessen the sarcasm, they were courteous and painted a happy face on it. Bob certainly will not keep telling their neighbor to paint the fence.
