We should never, ever exterminate bees
Generally, bees pollinate plants by carrying pollen between plants in order to fertilize them, or even between different portions of the same plant to aid reproduction. That is why saving the bees is so important.
If you want your garden to grow and the bee population to continue to dwindle, you might want to keep them. This vile neighbor is looking for a way to exterminate them merely because they pollinate their garden. That does not seem like such a good idea after all.
